NVM... Looks like it got resolved on the next firmware update. Hero 8 works great now with the Smart Remote. They both turn off and on reliably every time. 
Smart Remote & Hero 8 Black
Anyone else having issues with Smart Remote powering on Hero 8 black from an off state?
I got on tech support and they exchanged my camera only to find it with the same issue. I have no issues whatsoever with my Smart Remote powering on my Hero 5 from an off state every time. I might get it to work a couple of times but after a couple of attempts it will not power on until I manually power it on. Once I manually power on my hero 8, it will connect to the remote on its own and will allow me to control it, starting and stopping recording functions. It is only when I power it off and attempt to power the camera back on from on off state that it fails. I am running the latest Camera firmware as of 11/10/19. V1.20. I suspect it is a firmware issue that will hopefully be fixed soon. I need my remote to turn on both cameras remotely. It is very disappointing. :frown:
